Surveillance footage capturing a group of men breaking into a pawn shop around the same time of the killing of a retired police captain attempting to prevent looting was released by St. Louis authorities Friday. The video shows seven "persons of interest" running into Lee's Pawn & Jewelry on Tuesday during a night of widespread looting and rioting following a mostly peaceful protest over the death of George Floyd. One man takes off his mask and puts his left hand to his mouth. Authorities believe he may have cut himself. At least two of the men were armed with handguns. The video runs from 2:13 a.m. to 2:17 a.m. David Dorn, 77, was found dead from a gunshot to the torso around 2:30 a.m. A $45,000 reward is being offered by Crime Stoppers for information leading to an arrest. Two fugitives have been arrested in South Carolina on charges of mowing down an NYPD sergeant with their car after looting a pawn shop in the Bronx amid George Floyd protests. Calife Hough, 44, and Jason Velasquez, 21, were apprehended in Georgetown, S.C., Georgetown County Sheriff Carter Weaver announced Friday. The incident involving the sergeant happened Tuesday near Yankee Stadium as the officer was responding on foot to a report of 20 to 30 people coming out of a looted pawnshop, according to reports. After being struck the sergeant went to the hospital with serious injuries, Weaver said. The sheriff said Hough and Velasquez were quickly identified as suspects. He said both men reside in the Bronx but have ties to Georgetown County. The manhunt included members of the U.S. Marshal Service and the NYPD.

Seattle’s mayor and police chief announced they’ve agreed to ban the use of tear gas to disperse protesters for 30 days amid ongoing demonstrations after the death of George Floyd. “After hearing concerns about the use of CS gas for crowd control purposes earlier this week ... we decided we were going to suspend its use for 30 days,” Police Chief Carmen Best said. The leaders suspended the gas until watchdog groups and oversight officials can fully review and recommend changes to policies and training for use of the chemical agent. Local health officials expressed concerns over use of tear gas and other respiratory irritants in light of the coronavirus pandemic. The ban only applies to tear gas-- not flash-bang grenades, pepper spray and other crowd-control techniques-- but Seattle’s female African American police chief said that “everything will be reviewed.”

A New Mexico police officer is facing manslaughter charges in the death of a man who died after being subjected to a neck restraint technique during a February arrest, prosecutors said. The charges against Las Cruces Police Officer Christopher Smelser were announced Friday, amid nationwide protests over the death of George Floyd in police custody in Minneapolis. Floyd died after an officer kneeled on his neck for more than 8 minutes in an incident caught on cellphone video by a bystander. Las Cruces District Attorney Mark D’Antonio said Smelser was charged in the death of Antonio Valenzuela during a Feb. 29 traffic stop. Valenzuela, 40, had an open warrant for a parole violation, Fox 11 El Paso reported. Smelser and another officer attempted to subdue Valenzuela with a stun gun to no avail, D’Antonio said. "Valenzuela was continually struggling to get away, once on the ground, during this struggle, Officer Smelser applied a vascular neck restraint technique to gain control," he said.

The U.S. Marine Corps (USMC) banned display of the Confederate flag at its military installations Friday, on everything from bumper stickers to coffee mugs. "The Confederate battle flag has all too often been co-opted by violent extremist and racist groups whose divisive beliefs have no place in our Corps," the service branch said in a statement."Our history as a nation, and events like the violence in Charlottesville in 2017, highlight the divisiveness the use of the Confederate battle flag has had on our society." “This presents a threat to our core values, unit cohesion, security and good order and discipline,” the statement read. The flag is now banned from display on public and workspaces in any capacity-- bumper stickers, clothing, mugs, posters, flags, etc. It is not banned where “it is depicted, but not the main focus,” such as works of art or educational or historical displays of Civil War battles. It is also allowed on state-issued license plates and confederate soldiers’ gravesites.
