Captain Elkin was part of Harris County Precinct 3 family for more than a decade, making lifelong friendships along the way. Henry's passion for law enforcement was more than a duty, it was a calling. He shared his knowledge with the younger generation of deputies he supervised, many who credit him with guiding them to supervisory roles. We will miss our brother, his infectious smile, and fantastic fishing stories.

NEW: The Ithaca Police Department said an officer was attacked and bit by a dog while overseeing the breakdown of an unauthorized camping area in the south side of the city on Wednesday, July 1.

Several officers were overseeing the breaking down of the camping area, where one of the individuals had several dogs with him, according to a police statement.
The dog began to act aggressively, police said, and it appeared to be attacking the other dogs and owner, who was yelling for help.
As the officer approached to assist, the dog charged at and bit the officer.
Taser and pepper-spray were deployed to protect the officer, police said.
The officer was transported to an area hospital and is expected to recover.
