EVOC stands for Emergency Vehicle Operations Course.

It is a specialized driver-training program used by police and other emergency services to teach officers how to safely and effectively operate emergency vehicles. Training typically includes:

-High-speed driving techniques
-Emergency response driving
-Pursuit driving procedures
-Vehicle control and skid recovery
-Obstacle avoidance
-Safe braking and cornering
-Risk assessment and decision-making

The LAPD has a dedicated EVOC training facility where recruits and officers practice these skills under controlled conditions before operating patrol vehicles in real-world situations.

A key component is the ‘balance test’, where officers must maintain vehicle stability and control while assessing risks and making decisions that prioritize the safety of everyone involved during emergency operations. These exercises reinforce the responsibility of balancing effective response with public and officer safety.

A Sheriff’s Office Marine Deputy and U.S. Customs Border Protection Agent were able to stop a runaway vessel on May 31, 2026, off Islamorada, Florida after its occupants were ejected unharmed — the second such incident to occur in Monroe County in less than a month.

Multiple juveniles were ejected from a flats-style boat at approximately 1 p.m. in waters off Mile Marker 89. A good Samaritan picked up the juveniles. None were hurt; however, the unmanned vessel was traveling at approximately 35 mph in a congested area on a busy afternoon. Sheriff’s Office Marine Deputy Nelson Sanchez, a CBP vessel, and a TowBoatUS vessel responded.

An entangling device slowed the boat, but not enough to stop it. Deputy Sanchez was able to approach the runaway vessel and match its speed and course while getting close enough for a CBP agent (who boarded the Sheriff’s Office boat) to reach its controls and stop it with a long boat hook.

The incident came after a separate, but similar incident on May 15, 2026, in which two subjects were ejected from a flats boat near Mile Marker 73. Those subjects were also picked up by a good Samaritan unharmed.

The Sheriff’s Office, Florida Fish and Wildlife Conservation Commission, and TowBoatUS responded to that incident and stopped the vessel by using an entangling device.

“The summer boating season is here,” said Sheriff Rick Ramsay. “Now is the time to revisit safety procedures and remind yourself of marine laws and regulations. I want to commend Deputy Nelson Sanchez and our law enforcement partners who responded to these incidents. They could have ended very differently.”

NEW: The Buffalo Police officer who was injured during a shooting on Sherman St last Tuesday has been released from the hospital.

Officer Marc Hurst was released from ECMC Monday after being treated for gunshot wounds he suffered last week, a spokesperson for the Buffalo Police Department confirmed this afternoon.

Hurst was injured while responding to a domestic call on Sherman St. While attempting to bring suspect Minhaz Siddiqui into custody, he was shot multiple times, according to BPD.

BREAKING: Muscatine shooting spree results in the deaths of seven family members, including suspect; school employees and students among the deceased

Iowa: The Muscatine Police Department is actively investigating a series of homicides that occurred Monday, June 1, believed to have been connected to a domestic-related dispute.

Muscatine Police Department Investigating Multiple Homicides

On Monday, June 1, 2026, at approximately 12:12 p.m., MUSCOM received a report of a shooting at 210 Park Avenue in Muscatine. Police officers and emergency medical personnel were dispatched immediately.
Upon arrival, officers located four victims inside the residence. All four victims had suffered gunshot wounds and were pronounced deceased at the scene.
The adult male suspect had left the residence prior to law enforcement’s arrival but was quickly identified as Ryan Willis McFarland, 52, of Muscatine, Iowa. Officers located McFarland on the Riverfront Trail near the pedestrian bridge. The suspect had a self-inflicted gunshot wound. Officers and EMS personnel rendered aid; however, he was pronounced deceased at the scene.

During the initial stages of the investigation, information was developed indicating there may be additional victims. Officers subsequently located an adult male deceased from an apparent gunshot wound inside a residence at 1509 Mill Street. Officers then responded to a business located at 808 Grandview Avenue, where they discovered another adult male deceased from an apparent gunshot wound.

The preliminary investigation indicates the shootings stemmed from a domestic dispute. At this time, all victims are believed to be family members of the deceased suspect.

The Muscatine Police Department is being assisted by the Muscatine Fire Department, the Muscatine County Sheriff’s Office, the Iowa State Patrol, and the Iowa Division of Criminal Investigation.

The investigation remains active and ongoing. Detectives continue to process the crime scenes and conduct witness interviews.
