Instead, millions of gallons of raw sewage and industrial hazardous waste from Tijuana is flowing through San Diego County, the City of San Diego, and Imperial Beach into the ocean every single day. Imperial Beach has been closed to the public for 4 1/2 years because of toxic chemicals, trash, and sewer creating a health hazard.
