One person was shot and killed early Sunday morning at 10th and Pike. Seattle Fire reports the 25-year-old man died while paramedics were transporting him to Harborview. Seattle Police said it was investigating a shooting at the scene but did not immediately provide more information. A suspect was reported seen running from the area southbound of the shooting first reported around 1:08 AM. Police made a vehicle stop near Broadway and Union but it is not clear if someone was taken into custody. The search for the suspect was still underway following the stop and multiple people were detained. According to East Precinct radio, a suspect was identified but it is not clear if that person was taken into custody.

Residents in Massachusetts and Rhode Island reported feeling their homes shake during what preliminarily appears to have been an earthquake. According to the Associated Press, the earthquake struck southern New England on Sunday morning but there were no immediate reports of damage. The earthquake had a magnitude of 3.6 centered a few miles off the coast of Bliss Corner, Dartmouth, according to the Massachusetts Emergency Management Agency (MEMA) and the United States Geological Survey (USGS). The quake struck shortly after 9 a.m. and struck at a depth of 6.2 miles. The quake was felt across southeastern Massachusetts and Rhode Island.

Michigan officials investigating voter registration 'irregularities' in Muskegon. State officials are investigating what they call "irregularities in voter registration forms" in Muskegon but have provided few other details of the investigation. The Muskegon city clerk reported the problems to the Michigan Bureau of Elections, which forwarded the issue to Attorney General Dana Nessel and the Michigan State Police, State Police spokeswoman Shanon Banner said Friday. The investigation was prompted by "reported irregularities in voter registration forms both mailed and dropped off in-person in quantity in late September and October 2020," Banner said. The Muskegon Police Department also is participating in the investigation. No arrests have been made.

An Arkansas police chief resigned after taking heat for “dangerous” social media posts urging “Death to all Marxists Democrats” and violence against “traitors” who cheated President Trump out of his re-election bid, according to a report. Marshall Police Chief Lang Holland’s resignation Saturday followed a strong rebuke by city Mayor Kevin Elliott condemning the comments on the conservative messaging site Parler, according to the Arkansas Democrat-Gazette. “When this is over and Trump is president for 4 more years,” Holland wrote in one post, according to a screenshot tweeted by KATV News reporter Viktoria Capek.

San Leandro police released body camera footage of an officer-involved #shooting from October and admitted the 43-year-old man they shot wasn’t a suspect in an earlier incident. Officers shot John Berry on Oct. 24 after they witnessed him pulling a gun and pointing it at them. Further investigation found that Berry was searching for someone who he believed was stalking his fiancé. The shooting occurred around 9:15 p.m., when officers attempted a traffic stop on a silver sedan for traffic violations in the area of 148th Avenue and Wake Avenue. Police pursued the sedan for several blocks after it failed to stop. The car chase ended near the intersection of 137th Avenue and School Street and the driver fled on foot. (Read the full story.)

The Los Angeles Police Department in coming months will downsize its specialized units and stop responding in person to traffic collisions and other minor incidents as part of a broad reorganization aimed at preserving patrol and community engagement functions amid new fiscal constraints.

Although specific figures weren’t available Friday, the reshuffling will reduce the size of the vaunted but troubled Metropolitan Division, as well as cut the air support, robbery and homicide and gang and narcotics divisions. The department also will reduce desk hours at its stations, cut special deployments in popular areas such as Venice and Hollywood, and stop staffing teams that cover homelessness issues.

A total of 234 officers will move back into patrol. Station desks will be manned only during weekday hours. Victims of misdemeanor hit-and-run crashes and collisions with minor injuries will be advised to file a report online.

“We need to offload a number of responsibilities,” said LAPD Chief Michel Moore in an interview with The Times Friday.

The plans — which Moore said protect the department’s core patrol mission and its newly expanded Community Safety Partnership program — come after the City Council cut the department’s multibillion-dollar budget by $150 million in the face of widespread protests this summer, and amid a pandemic-driven fiscal crisis that could see funding for police and other city agencies dry up further as the year progresses.

They also come as homicides and shootings soar to levels not seen in the city in a decade, ratcheting up concerns in some communities that the changes could cost lives. Homicides are up by about 25% this year, compared with last, putting the city on pace to surpass 300 killings for the first time since 2009.

More broadly, the cuts represent a new trajectory for one of the largest and most scrutinized police agencies in the country — and reflect how fully it has been forced to bend to the “Defund Police” movement, which garnered attention and momentum this summer when activists and other protesters rallied in massive numbers in the streets and barraged local elected officials with demands in person and during virtual Zoom meetings.

Moore said the $150-million budget cut — historic but far short of what activists had demanded — presented a “tremendous challenge” to the LAPD, forcing it to cut 350 sworn positions and reducing its ranks from about 10,110 sworn officers to an estimated 9,752 by March or April. Many more civilian employees will be lost.

The reductions will come through retirements, not from closing out vacant positions, meaning they are “a true cutback” in force and not simply “phantom vacancies” remaining unfilled, Moore said.
