Man who died after falling down open manhole in Midtown Manhattan and had his body partially eaten away by RATS is identified as a 'homeless' 41-year-old. The decomposed body of a man found in a New York City manhole early Tuesday morning has been identified as 41-year-old Gabriel Cesar. Police were unable to provide a fixed address for Cesar, with The New York Post reporting that he may have been homeless. Cesar walked into the open manhole, located near Columbus Circle in Midtown Manhattan, around 2:30am on September 30. Security footage showed that he stumbled over barriers which were put in place around the open cavity, before he fell down the 20-foot hole. Police believe he may have been intoxicated at the time of the incident. The shocking vision showed Verizon workers covering up the manhole several hours later, without realizing Cesar was inside. 😱 #NYC

A sheriff's investigator was placed on leave after allegedly pulling a gun on a teenager who was watching a band play with friends at a skate park. Cellphone footage shows the off-duty Orange County deputy approach the group in San Clemente, California, on Saturday night, and order them to stop playing music. The band did as instructed but the confrontation quickly escalated and the officer, who has not been identified, appeared to pull out a gun and aim it at a 16-year-old boy carrying a skateboard. One of the teens at the park, Koa McClung, told CBS Los Angeles that the deputy had aggressively grabbed one of the boys, and when a friend help up his board to intervene, the cop threatened to shoot him. 👮🏻♂️

Tropical storm warnings have been issued for the Gulf Coast as a system gathers strength in the western Gulf of Mexico. The National Hurricane Center says the disturbance that could become Tropical Storm Nestor is likely to develop into a tropical or subtropical system in the next day or two, USA Today reported. "Tropical development can occur at any time into Saturday as the system travels northeastward over the warm waters of the Gulf of Mexico," said Dan Kottlowski, an AccuWeather hurricane expert. Forecasters issued a tropical storm warning for southeastern Louisiana and the northern Gulf Coast from the Alabama-Mississippi line to the Big Bend area of Florida. A tropical storm warning means that tropical storm conditions are expected somewhere within the warning area within 36 hours, the Weather Channel said. 🌪💦

Mexican security forces were forced to release one of drug lord El Chapo's sons and retreat after heavily armed cartel fighters surrounded them and launched a war across the city of Culiacan. The brief apprehension of Joaquin 'El Chapo' Guzman's son, Ovidio Guzman Lopez, triggered a raging gun battle on Thursday in the city that is home to the notorious drug kingpin's Sinaloa cartel. Mexican Security Minister Alfonso Durazo said 30 members of the National Guard militarized police were patrolling an area in the city, 370 miles northwest of Mexico City, when they were fired on from a house. Heavily armed gunmen quickly surrounded the home in retaliation and an intense, hours-long gunfight broke out as the civilians loyal to the drug lord opened fire on the security forces. The patrol was eventually overpowered by the cartel gunmen and the decision was taken to set Ovidio Guzman free from the house and to withdraw to protect the lives of the National Guard and restore calm in the city, Durazo said. 💥

Sinaloa public safety director Cristóbal Castañeda said two had been killed and 21 injured during the raging gunfight – but the true death toll is not yet clear with television images showing at least three bodies lying next to cars in the streets. He said police had come under attack when they approached roadblocks manned by gunmen. He advised residents not to leave their homes. The chaos was continuing as night fell. A lawyer for El Chapo's family, José Luis González Meza, said that Guzmán's family had told him 'Ovidio is alive and free' but that he had no more details about what had happened.
