A winter storm that slammed the western U.S. was barreling through California on Tuesday, bringing threats of flooding, avalanches and blinding, blowing snow on roads in the Sierra Nevada.
Heavy rain began falling on Monday and the National Weather Service issued flood warnings and flash flood watches for the San Francisco Bay Area and many parts of the Sacramento area into Thursday morning.

India is preparing to build 14,000 bunkers on the border with Pakistan as they reported shooting down each other's warplanes over the mountainous Kashmir region earlier today. Pakistan claimed they had downed two Indian jets in its airspace and captured a pilot who they seemingly paraded - blindfolded and bloodied - for the camera. Wing Commander Abhinandan Varthaman was beaten up by locals in Pakistani Kashmir before soldiers stepped in to formally capture him. He then appears to have been filmed for an interview at a Pakistani Air base, in which he refuses to reveal any information about his capture - or captors. India confirmed the loss of one of its planes and claimed to have shot down a Pakistani fighter jet. A New York police officer risked his life to save a dog that had fallen through ice on a frozen canal in the early hours of the morning. Hundreds flee as record rainfall swamps northern California, but thousands refuse to leave.
Rivers swollen by days of heavy rain inundated portions of northern California on Wednesday, forcing hundreds of people to flee their homes. However, about half of the 4,000 people ordered to leave have refused to do so. "We want you to leave now," Sonoma County Sheriff Mark Essick urged. "The roads may become impassable and you may not be able to get out." Those who decided to stay stocked up on food and drinking water.
