It's no secret that the coronavirus pandemic has caused financial fallouts across the world. For the city of Los Angeles, it has caused a "fiscal emergency," according to the city's police department.

The memo states the following units will be disbanded:
Safer Cities Initiative, Mission area
Sexual Assault Special Section
Homeless Outreach and Proactive Engagement (HOPE)
Burglary Special Section and Cargo Auto Theft Detail, Commercial Crimes Division
Animal Cruelty Task Force, Detective Support and Vice Division

Also divisions and Details will be downsized:

The memo did not specify when the cuts and downsizing will go into effect.
To avoid fight with Portland police union over new oversight board, City Hall pushes new bill in Salem. The city has asked state Sen. Lew Frederick to draft a bill that would let the city move forward with the new police oversight board. For months, Portland’s police union representing rank-and-file officers has warned that if voters approved a new police oversight board on the November ballot, they would fight it tooth & nail at the bargaining table. With more than 80% of Portland voters supporting the new board, now Portland City Hall is pushing for legislation in Salem that could allow the city to sidestep the brewing fight with the union altogether. The measure voters approved Nov. 3 changes the city charter to allow for an independent police oversight board with the power to discipline and fire officers. The Portland Police Association has vowed stiff opposition, arguing the board violates union’s contract, which includes tight restrictions on how the city can discipline its police officers. A man sought by police after the remains of three people were found near a rural town in southern Colorado was arrested Thursday at a motel in New Mexico. Adre Jordan Baroz, 26, was arrested without incident in Gallup and is facing charges of first-degree homicide, first-degree assault and second-degree kidnapping, according to the Colorado Bureau of Investigation. His warrant remains sealed, and no additional information was available Thursday. Searches last week uncovered the skeletal remains of three people on two properties near Los Sauces, a tiny community outside the small city of Alamosa, more than 200 miles south of Denver, Conejos County Sheriff Garth Crowther said. None of the remains have been identified. Authorities have declined to comment on how Baroz may be connected to the discovery of the remains. They said he is commonly known as “Psycho” in the area but did not elaborate.
