โOh how great is thy goodness, which thou hast laid up for them that fear thee; which thou hast wrought for them that trust in thee before the sons of men! Thou shalt hide them in the secret of thy presence from the pride of man: thou shalt keep them secretly in a pavilion from the strife of tongues.โ

In Memory of Reserve Deputy Constance E. Worland
EOW: May 2, 1981
On May 2, 1981, around 4 p.m., Reserve Deputy Constance Worland and her male partner responded to an โassault with a deadly weapon callโ in the city of Carson. As they arrived at the scene, a garage door opened, and Deputy Worlandโs partner removed the shotgun from its rack and prepared it to fire. When the man emerging from the garage proved to be the victim and not the suspect, he returned the shotgun to the rack but did not clear the weapon or return it to the safe position.
The two deputies then drove around the neighborhood looking for the suspect. When they stopped to continue their search on foot, Deputy Worlandโs partner asked her if she wanted to take the shotgun. She declined and exited the patrol car. He then removed the shotgun from the rack and heard the loud report of a weapon firing. At first, he thought other deputies, or a suspect had fired a shot, but then he saw a pained expression on Deputy Worlandโs face as she crumpled to the ground.
Deputy Worland, 39, was transported to nearby Harbor-UCLA Medical Center with massive internal bleeding from a shotgun wound in her back. She died in surgery.
In the course of the investigation following Deputy Worlandโs death, numerous tests of the Ithaca Model 37 shotgun that discharged killing her were conducted. These tests showed that almost half the time the weapon was charged and off safe a blow to the stock of the weapon caused it to fire. Similar tests were conducted on other Ithaca Model 37s, as well as Remington and Winchester shotguns, producing similar results. Deputy Worlandโs death was determined to be a horrible accident.
Connie Worland became a reserve deputy on January 16, 1977 and graduated with Reserve Class 44. On March 13, 1978, she was hired as a Communications Systems Officer (dispatcher) at the Sheriffโs Communications Center in East Los Angeles. A plaque honoring her service and sacrifice remains in the main lobby there. She was the first female reserve killed in the line of duty in the United States.
Connie was a single mother and was survived by her three teenage daughters: Elaine, 20, Linda, 17, and Denise 16.

UPDATE: The Kansas Bureau of Investigation (KBI) is investigating an officer-involved shooting that occurred Friday evening in Ottawa.
โThe Ottawa Police Department requested KBI assistance at approximately 5:40 p.m. on Friday, May 1. KBI agents and the Crime Scene Response Team responded to the scene.
โAt approximately 5:30 p.m., law enforcement officers from the Ottawa Police Department Special Tactics and Rescue Team, a combined unit of the Franklin County Sheriffโs Office and the Ottawa Police Department, attempted to serve a warrant on a homicide suspect out of Kansas City, Missouri. The warrant was being served at a multi-unit residence in the 500 block of South Locust Street in Ottawa.
โDuring the initial approach, the suspect fired from within the residence, striking an Ottawa police officer. The officer sustained serious but non-life-threatening injuries. He was transported by ambulance to a Kansas City area hospital, where he is being treated and is expected to recover.
โOfficers did not return fire during the encounter. They established containment and transitioned the incident into a barricaded subject operation. The Ottawa Police Department Special Tactics and Rescue Team was later relieved by tactical teams from the Johnson County Sheriffโs Office and the FBI.
โAt approximately 9:40 p.m., the tactical teams made entry into the apartment. They located the suspect deceased from an apparent gunshot wound. The suspect was pronounced dead at the scene. No shots were fired by law enforcement during the course of the incident.
This independent investigation aims to discover all events leading up to the officer-involved shooting. In police use of force cases, the KBI releases details to the public as soon as possible. This information is preliminary in nature, and is based on evidence collected and early statements of the parties involved, witnesses, medical personnel and others. It does not represent final or thorough findings which take several weeks to complete.โ
The investigation remains ongoing.
