🚨 BLUE ALERT 🚨
Missouri, Cape Girardeau Area.

FOESTE WAS INVOLVED IN A DOMESTIC ASSAULT INCIDENT ON 04/22/26. ON 04/23/26 FOESTE MADE THREATS TO UTILIZE A FIREARM AGAINST LAW ENFORCEMENT PERSONNEL.

*Blue Alert: Imminent and credible threat to kill or seriously injure law enforcement officer

BLUE ALERT ISSUED IN CAPE GIRARDEAU β€” SUSPECT THREATENS TO SHOOT OFFICERS

Missouri State Highway Patrol issued a Blue Alert Thursday evening for a Cape Girardeau man authorities say has made direct threats to kill or seriously injure law enforcement officers.

The alert centers on Joshua Ellis Foeste, 43, who became the focus of a domestic assault investigation on April 22. The very next day, Foeste allegedly escalated the situation by threatening to use a firearm against police β€” triggering the statewide warning.

Patrol officials describe Foeste as a white male, 5’8”, 243 pounds, with a bald head, green eyes, and a possible goatee. He is believed to be armed with a 1911-style pistol and was last spotted at 1:36 p.m. on April 22, walking away from 546 South Sprigg Street in Cape Girardeau. His direction of travel remains unknown.

Authorities are calling Foeste’s threat β€œimminent and credible” and are urging the public to avoid any contact with him.

If you have seen Foeste or know his whereabouts, call 911 or your local law enforcement agency immediately.

Suspect is considered armed and dangerous. Do not approach.

On Monday, the San Diego City Council reviewed the Chief’s proposed budget for FY 27. Four councilmembers: Henry Foster, Marni Von Wilbert, Raul Campillo, and Vivian Moreno , voiced support for the department saying any cuts made to the police budget will negatively affect officers, response times, and other resources. Response times are already worsening, with most priority one calls averaging 40 minutes or more. We cannot afford to lose any more officers. A new budget, with better wages and more resources is the only way to retain officers and address response times. The first deputy at the scene of a house fire in Centennial acted immediately and kicked in the front door to search for anyone trapped inside. Deputy Ligon, a School Resource Officer, then turned his attention outside, where he helped locate a dog hiding in a backyard. The fire ultimately destroyed two homes in the 19700 block of E. Radcliff Pl. on April 20. Thankfully, no one was injured.

This incident is a reminder that Arapahoe County is currently under a Stage 2 Burn Ban due to extremely high fire danger. All open burning is prohibited, including fire pits, wood-burning fires, and charcoal grills. Even a small ember can ignite a fast-moving and dangerous fire. Please follow the restrictions to help protect the community and first responders.

More information about the Burn Ban and any exceptions can be found here:
