Born and raised in Echo Park, Captain Ruiz is a proud product of Los Angeles. A Belmont High School graduate and fluent Spanish speaker, her upbringing instilled in her a deep passion for service and a belief in mentoring the next generation.

Joining the LAPD in 2005, Captain Ruiz has served in a variety of assignments, building the experience and leadership skills that led to her promotion to Captain in July 2025. She now takes on the role of Patrol Commanding Officer here at Newton Division.

Her dedication extends beyond the badge — she serves on the board of the Hispanic American Police Command Officers Association (HAPCOA) and holds degrees from Los Angeles City College, Cal State University, and a Master’s in Public Administration. She’s also a graduate of the FBI National Academy and the University of Southern California, Law Enforcement Advanced Development Certificate Program (LEADS).

Captain Ruiz’s message is simple yet powerful:

“No matter the odds, keep striving. Your determination is greater than any obstacle.”

Third District Volunteer Fire Company sadly announced the line-of-duty death of long-time firefighter Ed Margavich who died after he got hurt while responding to a fire last week.

Margavich, served the fire company for 65 years, officials said.
