NEW: A Walgreens store manager was convicted of assaulting a shoplifter who stole shampoo in San Francisco, the district attorney’s office said.

Following a trial, jurors found the Walgreens manager, 46-year-old Guang Hong, guilty for a violent March 19 incident at the store.

San Francisco shop owners have struggled to deter and thwart shoplifters in recent years. District Attorney Brooke Jenkins said Monday, “Although I understand the frustration and anger in the community, violence is unacceptable and only makes matters worse.”

The shoplifter, 30-year-old Larry Whitlock, walked into the store before 5 a.m. and stole one bottle of shampoo. “As he was leaving, the security guard alerted Mr. Hong, the Walgreens manager, of the theft,” the DA’s Office wrote.

Hong recovered the stolen shampoo bottle and Whitlock left the Walgreens, located at 498 Castro Street, according to prosecutors. About a minute later, Hong noticed that the shoplifter was still outside of the store.

Hong placed his keys between his knuckles and punched the shoplifter in the face while shouting at him, prosecutors said.

“Mr. Hong then punched the victim two more times with his keys in his hand and kicked the victim as he fell to the ground,” the DA’s Office wrote.

Whitlock was charged with petty theft and battery. Hong was charged with assault with force likely to produce great bodily injury.

Assistant District Attorney Max Draskovich said, “Store theft is an important issue, but it does not justify an assault that goes beyond self-defense. Mr. Hong’s response went far beyond self-defense, and we are thankful that the jury rightly held him accountable. Justice means upholding the law for everyone, on both sides of the incident.”

Hong, who is currently out of custody, is scheduled to be sentenced on August 15.

The timing of this decision has raised more questions than answers, especially since it came just one day before a crucial town meeting to discuss the police department's future. Advocates are questioning whether Tallent's illness played a role in the department's decision. To make matters worse, while other officers will receive severance packages, Tallent has been told he won't be included. Wyoming: Officer Involved Shooting:

On July 14th, 2025, at approximately 6:45 pm. Worland Police officers were dispatched to the area under the New River Bridge to investigate a report of a male subject who, according to the reporting party, appeared to be under the influence of an unknown substance.  The RP indicated the male was alone, yet was yelling, screaming, throwing and kicking his belongings throughout the area. The name of the 37 year old male will not be published at this time. 

Upon arrival the officers located the male standing outside of his vehicle, who immediately entered his vehicle once he noticed the first officer approaching. Initially, the male subject refused to exit his vehicle to discuss all of the personal belongs being scattered about the area, but he eventually complied with the officer. Other officers arrived on scene within minutes, one of which being a supervisor who recognized the male subject from a previous call earlier in the day, which involved a felony property destruction investigation. 

The WPD supervisor advised the officers to place the male under arrest for the felony property destruction case.  As WPD officers attempted to place the male subject under arrest, the male physically resisted arrest as he began to fight with the officers.  As officers were attempting to gain control, the male subject produced a handgun and began shooting at the four WPD officers on scene.  Two WPD officers then returned fire and rendered the male incapacitated. The male succumbed to his injuries on scene.  One WPD officer sustained non-life threatening gunshot injuries, and was transported to the Washakie Medical Center where he was treated and later released.

Agents with the Wyoming Division of Criminal Investigations responded to the scene and are conducting the officer involved shooting investigation. 

The two WPD officers who discharged their weapons have been placed on paid administrative leave as is standard operating procedure in these situations pending the conclusion of the investigation by WY Division of Criminal Investigations. 

The Worland Police Department would like to thank all of the agencies that responded to the scene to assist and continue to assist our agency during this process.  Those agencies include the Washakie County Sheriff's Office, Wyoming Highway Patrol, WY Division of Criminal Investigations, Hot Springs County Sheriff's Office, Big Horn County Sheriff's Office, Wyoming State Parks, Cody Regional Medical, and the Worland Fire Department.  In addition, we would like to thank all of the other agencies around the state that have reached out offering support.
