Chicago's Officer Joseph Treacy and Sergeant Thomas Derouin were found to have acted 'within department policy' in the 2016 death of 25-year-old Joshua Bealof Indianapolis by the Civilian Office of Police Accountability (COPA). Treacy and Derouin fired 18 shots at Beal between the two of them, hitting him six times. As Derouin fired his final round, Beal was found to have been pointing a gun at him, the COPA report said. Even if Beal was no longer at threat near the end of the gunfire, the report said there was not time for Treacy and Derouin 'to perceive and process that the threat had dissipated.' In harrowing video released with the COPA panel's report, the shots can be heard and in another clip people are seen tending to Beal on the ground, at right. 👮🏻‍♂️
