I remind you that today, July 27, 2018, three months after the beginning of the "Telegram war" Roskomnadzor [Russia agency] blocks more than 3.7 million IP-addresses. 76.5% of the blocked IP addresses are Amazon AWS (it's just under 3 million IP addresses, or 10% of the entire Amazon AWS address space), 13% of the blocked IP addresses are cloud hosting addresses for DigitalOcean, 3.5% for Microsoft, little things.
